1. As the head of the administrative organisation of the University, to fulfil his/her responsibilities to the Rector for the work of this organisation,
2. To fulfil the orders and instructions of the university rector as a manager directly reporting to him/her,
3. To manage and administer the secretariats of departments, directorates, faculties, institutes, colleges and vocational schools at the University,
4. To act as the head of the administrative organisation of the University and take necessary decisions
5. To ensure that the units in the administrative organisation of the University work efficiently, regularly and harmoniously,
6. To carry out rapporteur duties in the University Senate and the Board of Directors,
7. To record the decisions taken by the University Senate and the Board of Directors, to ensure that they are transferred to writing, to ensure their distribution, to ensure their archiving and publication,
8. To take part in the committees of which he/she is a natural member and/or elected or appointed member as required by the legislation and to participate in the voting,
9. To propose the appointment of civil servants to be appointed by the Rector at the University,
10. To propose appointments for the auxiliary service class personnel to be appointed by the Rector in the Rectorate and the institutions affiliated to the Rectorate,
11. To make a proposal to the Rector about the personnel to be assigned to the administrative organisation of the University,
12. Disciplinary supervisor of the units under the general secretariat at universities
